Senior Manager, Risk Policy, Governance & Regulatory Affairs

Full-Time | Mid-Level | Reports to the Chief Risk Officer

Position Summary

Reporting to the Chief Risk Officer (CRO), the Senior Manager Risk Policy, Governance and Regulatory Affairs (the Senior Manager) plays a central role in building and maintaining the bank's enterprise risk framework and its supporting governance dashboards. This position oversees the rollout and ongoing maintenance of the Bank’s corporate policy framework including Enterprise Risk Management corporate policies, guidelines, and standards assuring consistency across all risk functions. The Senior Manager works in close partnership with regulatory compliance, corporate governance, legal and business teams to ensure regulatory requirements are thoroughly understood and effectively translated into policies, procedures and daily operations. In doing so, this role is instrumental in strengthening the bank's risk governance structure while supporting long-term, sustainable growth.

 

Key Responsibilities

1.    Enterprise Risk Policy & Governance

  • Oversee the development, upkeep, and periodic review of the enterprise risk management policy framework, ensuring it remains consistent with regulatory requirements and the organization's defined risk appetite.
  • Manage the full risk policy lifecycle from end to end, encompassing policy drafting, stakeholder engagement, approval processes, and ongoing revisions.
  • Track emerging regulatory changes and ensure risk policies stay current with applicable regulatory standards and evolving industry best practices.
  • Drive cross-functional collaboration to keep risk policies practical, adaptable, and well-suited to the demands of a digital banking environment.
  • Assist in coordinating policy updates spanning multiple risk disciplines, including credit, market, and operational risk.

2. Risk Management Committees & CRO Support

  • Provide support and coordination for risk governance committees, including the development of agendas, preparation of meeting materials, and tracking of follow-up action items for Executive Risk Management Committee (ERMC) and coordination with other risk management committees such as Financial Risk Committee (FRC), Non-Financial Risk Committee (NFRC), and Asset-Liability Committee (ALCO).
  • Prepare and contribute to materials for the Risk Review Committee of the Board (RRC), and the Board of Directors related to risk management and regulatory compliance matters including identification and reporting of emerging risks and significant events.
  • Maintain alignment across regulatory expectations, Enterprise Risk Management practices, and overall governance frameworks.

3.  Regulatory Affairs & External Engagement

  • Act as a primary point of contact for regulatory matters, facilitating engagement with OSFI and other applicable regulatory authorities.
  • Assist in managing regulatory examinations, supervisory reviews, and day-to-day regulatory communications.
  • Track, analyze, and evaluate emerging regulatory developments, translating their implications into clear and actionable insights for senior leadership and internal stakeholders.
  • Play an active role in shaping and executing the bank's regulatory affairs strategy, providing input on strategic initiatives, business growth opportunities, and operational changes.

4. Regulatory Reporting

  • Validate the preparation and submission of OSFI‑mandated regulatory returns and supervisory materials.
  • Coordinate enterprise-wide supervisory remediation efforts addressing non-compliance issues, risk tolerance breaches, and regulatory findings.
  • Champion ongoing enhancements to regulatory and risk reporting processes, with a focus on modernizing and automating workflows that have historically relied on manual or spreadsheet-based approaches.

5. Stakeholder Engagement & Advisory

  • Work closely with the Chief Risk Officer and the broader risk leadership team to coordinate policy governance activities and advance the ongoing maturation of Wealth One's enterprise risk framework.
  • Translate complex regulatory and governance requirements into clear, practical, and actionable guidance that resonates with stakeholders across all levels of the organization.
  • Cultivate strong working relationships across risk, compliance, legal, finance, and business functions to foster enterprise-wide alignment.

 

Experience & Background

  • Post‑secondary degree in business, law, finance, or a related field.
  • Advanced degree or professional designation (e.g., FRM, compliance, risk management) considered an asset.
  • 10+ years of experience in regulatory affairs, enterprise risk management, and governance within Canadian banks or regulated financial institutions, with deep exposure to OSFI frameworks and supervisory expectations.
  • Proven leadership in regulatory engagement, including managing OSFI examinations, regulatory submissions, Basel III/IV interpretation, and translating regulatory change into enterprise‑wide action.
  • Extensive experience owning enterprise risk policy frameworks, including risk appetite statements, governance dashboards, policy lifecycle management, and Board and committee reporting.
  • Trusted advisor to senior leadership, recognized for strong executive communication, cross‑functional collaboration, and the ability to embed regulatory and risk governance requirements into scalable, digital‑first operations.
  • Deep knowledge of Canadian banking regulation and supervisory frameworks, including OSFI guidelines, Basel III/IV standards, and Pillar 1, 2, and 3 requirements, with the ability to interpret and apply regulatory expectations in practice.
  • Strong expertise in enterprise risk governance, including risk appetite frameworks, ERM policies, governance dashboards, and Board and committee reporting requirements.
  • Technical proficiency in regulatory reporting and compliance processes, including preparation of OSFI‑mandated returns, supervisory materials, and management of regulatory examinations and remediation activities.
  • Advanced policy development and governance skills, covering end‑to‑end policy lifecycle management, cross‑risk alignment (credit, market, operational), and integration of regulatory requirements into operational procedures.
  • Capability to drive process modernization, leveraging data, automation tools, and digital workflows to enhance regulatory and risk reporting efficiency while reducing manual, Excel‑heavy dependencies.
