Canadian Coalition for Community Capital
The final output must clearly tell the story of how modest tax incentives can stimulate broader investor participation thereby increasing the amount of community capital raised which results in measurable housing and jobs/economic multiplier outcomes. The narrative framing is as important as the numbers and deliverables must be usable in government meetings.
Deliverables
To stay within our time constraints, deliverables are limited to:
1. Brief Methodology Memo (5 pages max)
2. Excel-based 5-year projection model, with documented assumptions/limitations
3. Concise Final Report (15–20 pages max)
4. Government-ready slide deck (8–12 slides)
5. One presentation to Coalition leadership
No additional stakeholder engagement, interviews, or extended revisions are included in scope.
Timeline & Qualifications Required
Target completion within 8 weeks from contract start of April 1st, 2026. We are seeking individuals, groups and/or firms with experience in:
● Canadian tax policy costing and behavioural modelling related to tax incentives
● Economic impact modelling (housing and employment)
● Producing work for government policy audiences
● Knowledge of community investment/finance, social finance, retail investors, and retail investment markets is an asset.
