The Role
The Project Manager will oversee a portfolio of infrastructure projects delivered under public-private partnership (P3) models, supporting projects through various stages of the project lifecycle including construction, operations and asset management. The role will manage its own portfolio of projects and act as a key liaison between the client, the project team, contractors, service providers and internal stakeholders. The Project Manager will be responsible for supporting project performance, stakeholder coordination, contractual obligations and issue resolution across their assigned portfolio. This role offers exposure to complex infrastructure projects across multiple jurisdictions and project stages.
Responsibilities
Portfolio Oversight & Project Delivery
- Implement a Project Management system framework that complies with Plenary requirements and the Project Agreement for the projects you are assigned, including oversight and coordination across multiple projects within the assigned portfolio.
- Attend and participate in all design and construction meetings to ensure compliance with the Contract Documents and efficient communications between Project parties.
- Coordinate with Plenary Delivery reps, ensuring that a seamless transition of service delivery takes place between completion of the construction phase and commencement of the operations phase.
- Support projects through various lifecycle stages including construction, transition, operations and asset management phases. Ensure that close working relationships are established between all parties.
- Monitor project milestones, risks, issues and key deliverables and support resolution activities impacting project performance.
Contractual Compliance
- Develop an in-depth understanding of the Project Agreement and related sub-agreements (e.g. Services and Construction contracts, etc.) and develop an inventory of Construction and Operations deliverables for Plenary and its partners. Implement a system to manage the timely delivery of obligations and ensure compliance with contractual requirements and key deliverables.
- Review and provide feedback on project documentation submitted by Construction and Service Partners (e.g. Policies and Procedures Manuals, Transition Reports, etc.).
- Monitor project obligations, notices, deliverables, warranties, variations and other contractual requirements associated with Project Agreements and related contracts.
- Coordinate with internal stakeholders regarding contractual matters, obligations and project issues as required.
Stakeholder Management & Service Integration
- Serve as a key point of coordination between clients, project partners, contractors, service providers and internal teams to support project delivery and issue resolution.
- Monitor contractor and service provider deliverables, quality of work and contractual obligations and escalate concerns as appropriate. Monitor and review client and stakeholder satisfaction.
Reporting, Governance & Project Controls
- Prepare regular monthly and quarterly reports regarding any design and construction, operations, and asset performance information required for distribution to the Plenary Boards for the relevant project and ensure compliance with related Management Services Agreements.
- Update project dashboards, briefing materials and status updates and track project risks, actions, decisions and performance indicators.
- Ensure project controls procedures are maintained and project documentation is managed in accordance with Plenary requirements and applicable agreements.
Site & Operational Support
- Travel periodically to project sites as required in support of project oversight activities.
- Assist management with strategic initiatives and other project activities as required including continuous improvement efforts across the portfolio.
- Perform other duties as assigned to ensure the success of the team and the entire organization.
Qualifications
- Post-secondary education in Engineering, Construction Management, Project Management, Business or a related discipline.
- Minimum 5-8 years of project management experience within infrastructure, construction, asset management or P3 projects.
- Proficiency with Microsoft Office Suite and project management/document control systems.
- Effectively manage multiple projects of varying size and complexity under tight deadlines.
- Strong understanding of project delivery models, contracts and stakeholder environments.
- Strong work ethic and high level of personal and professional integrity.
- Work positively within a cohesive team to achieve the common goal of project completion.
- Knowledge of construction and facility management processes and terminology is preferred.
