Location: This role may be based in Toronto, Canada or in Tampa, Denver or Los Angeles, USA.  Frequent travel is expected across project locations.


The Opportunity The Vice President, Civil Asset Delivery provides executive leadership of large-scale heavy civil Public-Private Partnership (P3/PPP) infrastructure projects at the Developer level, including complex road and bridge programs. This role is responsible for overseeing project execution, field operations, contractor performance, and construction risk management across the company’s infrastructure portfolio.  Management and involvement with numerous projects at one time is likely, often in different geographies with different owners and partners at the Developer level.

Working closely with project leadership teams, the Vice President ensures projects are delivered safely, on schedule, and within budget while maintaining strong relationships with clients, joint venture partners, and contractors. The role also supports our project structuring and investment group on major bid pursuits by providing deep technical expertise, constructability insight and execution strategy.

 

What You’ll Be Doing

Construction Leadership

  • Provide hands-on executive oversight for active major infrastructure projects within the portfolio.
  • Monitor construction performance including schedule, cost, safety, and quality metrics.
  • Lead resolution of complex construction risks and operational challenges.
  • Champion a strong safety culture and consistent operational discipline across all project sites.
  • Project Governance & Risk
  • Manage Developer’s governance of major project delivery, including reporting, risk management, and performance oversight.
  • Ensure alignment between project teams and corporate leadership on key project milestones and risks.
  • Support effective governance forums, including through project updating and accountability, meetings, and executive and board reporting.

 

Bid & Development Support

  • Lead construction strategy and execution planning for major infrastructure pursuits.
  • Provide input on constructability reviews, life-cycle and alternative technical concept (ATC) reviews, and cost validation during bid development.
  • Support PPP/P3 pursuits with design and construction delivery expertise.
  • Team Development
  • Mentor junior staff and support their development into senior construction leaders.
  • Build internal capability and strengthen succession across the group.
  • Provide support across broader business initiatives and strategic priorities, as required.

 

What You Bring

  • 12+ years of experience in heavy civil infrastructure or major construction programs, of which:
    • Minimum 2 years in an executive position within a PPP/P3 project-specific organization, or comparable executive position with a Design-Build contractor entity on a PPP/P3.
    • Minimum 5 years of experience post-award that included detailed design and construction in a commercial or technical role in at least one highway transportation PPP/P3 infrastructure project.

  (This experience may be cumulative across multiple projects).

  • Demonstrated leadership delivering large-scale, multi-hundred-million-dollar plus infrastructure projects (roads, bridges, or transportation).
  • Strong knowledge of construction contracting, project controls, and risk management.
  • Experience delivering Public-Private Partnership (PPP/P3) projects.
  • Proven ability to lead geographically distributed teams and manage multiple projects.
  • Strong stakeholder management skills, with the ability to build and maintain trusted relationships across clients, partners, and contractors.
  • High level of professional judgement, integrity, and attention to detail, coupled with a hands-on, roll-up-the-sleeves approach – this is not a purely oversight role and requires active engagement on projects.
