About the Role 

Reporting to the Chief Operating Officer, the Director, Asset Management & Capital Projects is responsible for the strategic oversight, planning, execution, and lifecycle management of all infrastructure assets and capital development initiatives within the airport terminal and associated assets.  This role ensures the safe, sustainable, compliant and efficient operation of Nieuport’s facilities through comprehensive asset management practices and the delivery of capital projects that align with Nieuport’s long term vision and operational goals for excellence. 

 

Key Responsibilities 

Strategic Asset Management   

  • Lead the development and execution of the airport’s asset management strategy, ensuring alignment with corporate objectives and regulatory requirements. 
  • Oversee the full lifecycle of infrastructure assets including condition assessment, risk management, preventive maintenance planning, replacement and renewal forecasting. 
  • Oversee high-impact capital projects aligned with operational efficiency, asset performance benchmarks and corporate strategy. 
  • Develop and adjust business and capital plans aligned with 1- and 5-year corporate objectives. 
  • Develop and maintain Nieuport’s capital asset inventory and support the development of associated data management systems such as CMMS or BIM platforms. 

 

Capital Planning and Delivery 

  • Oversee planning, budgeting, procurement, and end to end execution of terminal capital projects, including renovations, expansions, and systems upgrades. 
  • Coordinate internal teams and external contractors, engineers and architects, and ensure projects are delivered on time, within budget, and in accordance with quality, safety, and regulatory standards. 
  • Oversee construction quality assurance, cost control and compliance and monitor construction site safety and operational continuity.  
  • Ensure compliance with all applicable safety, environmental, building code, and airport authority regulations. 
  • Maintain a reliable project data repository for informed decision-making. 

 

Financial Oversight 

  • Direct the planning, budgeting, procurement, and delivery of capital improvement and expansion projects, ensuring they are completed on time, within budget, and to quality standards. 
  • Manage multi-year capital budgets, track expenditures, and support funding strategies including public-private partnerships, grants, and bond financing. 
  • Collaborate with finance teams on cost-benefit analysis, risk assessments, and investment prioritization. 
  • Prepare board-level reports, business cases, and funding proposals to support strategic investment decisions. 

 

Team & Resource Management 

  • Lead and mentor the PMO team; define roles, manage resources, and support performance goals, ensuring project standards, timelines, governance, and reporting are maintained. 
  • Build capacity in asset management and capital project disciplines. 
  • Ensure appropriate engineering support for projects and apply project management best practices. 
  • Foster a positive team culture aligned with Nieuport values. 

 

Stakeholder Engagement 

  • Serve as a liaison between airport authority, airlines, tenants, contractors, government agencies, and consultants. 
  • Facilitate cross-departmental coordination to minimize operational disruptions and maintain safety and service continuity. 
  • Represent Nieuport at industry events and maintain external stakeholder relationships. 

 

Risk & Compliance 

  • Identify, monitor and manage key operational and project risks. 
  • Ensure compliance with safety, regulatory (Transport Canada, IATA/ICAO), and aviation standards. 

 

Sustainability & Innovation 

  • Champion sustainability, resilience, and innovation in capital projects and asset renewal programs. 
  • Develop and execute sustainability plans across capital projects and asset management, integrating green design principles. Drive sustainability initiatives and track performance through KPIs and benchmark against industry standards. 

 

Qualifications 

Education & Certifications 

  • Bachelor’s degree in Civil Engineering or related discipline. 
  • Project Management Professional (PMP) designation is preferred. 
  • LEED certification, FMA, or CFM (assets). 

 

Experience & Skills 

  • 12+ years in senior-level capital project and facilities management, preferably in aviation or transport. 
  • Experience with construction/engineering firms, IT systems, and contract negotiation. 
  • Proven leadership in sustainability initiatives, and complex project delivery. 
  • Strong understanding of building codes, aviation operations, and transport infrastructure. 
  • Proficiency in project delivery tools BIM, AutoCAD, Bluebeam, RSMeans, CMMS systems and construction admin services.  
  • Exceptional communication and risk management in fast-paced environments. 
  • Extensive experience developing long-term capital plans based on asset condition, lifecycle, and risk; Prioritizing asset investments using financial metrics like Net Present Value (NPV), Return on Investment (ROI), or Total Cost of Ownership (TCO) and aligning asset decisions with available capital and funding sources 
  • Estimating and managing the full cost of an asset over its life: acquisition, operation, maintenance, renewal, and disposal and using data to evaluate trade-offs between upfront investment and long-term maintenance costs
