POSITION SUMMARY
The Director of Infrastructure provides strategic leadership and oversight for all public works, maintenance, and capital infrastructure projects of the Lower Nicola Indian Band (LNIB). Reporting to the Executive Director, this role is responsible for planning, developing, implementing, and monitoring the construction, repair, and maintenance of public buildings, water and sanitation systems, roads, bridges, and other community infrastructure.
The Director ensures all infrastructure projects meet industry standards, safety requirements, environmental expectations, and the priorities of LNIB Members. This role oversees policy development, project planning, budgets, engineering assessments, and staff supervision while ensuring that LNIB’s assets are efficiently managed, protected, and maintained.
KEY RESPONSIBILITIES
· INFRASTRUCTURE PLANNING & CAPITAL DEVELOPMENT
o Lead planning and development of capital projects involving public buildings, earthworks, power systems, water distribution, wastewater systems, and community infrastructure.
o Coordinate the full lifecycle of infrastructure projects—from concept, design, and funding proposals to implementation, monitoring, and close-out.
o Conduct or oversee engineering analyses, feasibility assessments, preliminary designs, equipment selections, and project calculations.
o Ensure projects reflect LNIB priorities, safety standards, and long-term community needs.
o Develop proposals to secure funding for capital works through federal, provincial, or industry sources.
· OPERATIONS & PUBLIC WORKS MANAGEMENT
o Oversee all activities of the Public Works Department.
o Maintain accurate records of LNIB assets, infrastructure condition, maintenance schedules, and service reports.
o Ensure all public properties are maintained to standards that meet or exceed expectations of LNIB Members and industry norms.
o Oversee day-to-day operations related to buildings, roads, sanitation, water systems, and on-reserve infrastructure.
· PROJECT MANAGEMENT & TECHNICAL OVERSIGHT
o Manage all capital construction projects or supervise external project managers acting on behalf of LNIB.
o Prepare and interpret blueprints, schematics, layouts, survey results, and technical drawings.
o Conduct technical analyses of field data, soil testing, hydrology, and topography.
o Estimate project costs, monitor expenses, and ensure projects stay on time and within budget.
o Prepare reports required by Chief & Council, the Administration, and funding agencies.
· ENVIRONMENTAL & SAFETY COMPLIANCE
o Ensure environmental concerns, cultural impacts, and ecological stewardship are identified and addressed during project planning and implementation.
o Ensure compliance with relevant building codes, safety standards, regulations, and best practices.
o Support the development of policies related to construction, maintenance, infrastructure use, and environmental protection.
· RELATIONSHIP BUILDING & COORDINATION
o Liaise with government agencies, consultants, contractors, utilities, and regulatory bodies.
o Work closely with the departmental portfolio holder and Executive Director on infrastructure priorities.
o Engage with community Members regarding infrastructure concerns, communications, and updates.
o Build strong working relationships to support funding, project delivery, and long-term planning.
· FINANCIAL MANAGEMENT
o Develop and supervise annual budgets for Public Works and Capital Projects.
o Monitor expenditures, prepare variance reports, and reconcile project budgets.
o Ensure insurance coverage adequately protects LNIB assets and infrastructure.
o Support fiscal accountability through timely reporting and documentation.
· STAFF SUPERVISION & TEAM LEADERSHIP
o Supervise Public Works staff, contractors, and consultants.
o Support staff development, training, and capacity-building initiatives.
o Ensure clear roles, responsibilities, and adherence to LNIB personnel policies.
o Promote a safe, respectful, and productive workplace environment.
· OTHER DUTIES
o Assist with policy development related to Public Works and Infrastructure.
o Respond to infrastructure emergencies or urgent system repairs as required.
o Perform other duties as assigned by the Executive Director.
KNOWLEDGE, SKILLS & ABILITIES
· Strong technical knowledge of engineering principles, construction methods, and public works infrastructure.
· Ability to interpret blueprints, surveys, engineering drawings, and technical specifications.
· Knowledge of federal, provincial, and local building codes, bylaws, and safety regulations.
· Strong analytical, problem-solving, and project management skills.
· Strong interpersonal, communication, and team leadership skills.
· Ability to manage multiple complex projects simultaneously.
· Competency using Microsoft Office (Word, Excel, PowerPoint, Access, Outlook).
· Ability to liaise effectively with agencies, consultants, contractors, and funding bodies.
· Ability to speak or willingness to learn the Nlaka’pamux language preferred.
· Strong budgeting, monitoring, and reporting skills.
QUALIFICATIONS
· Bachelor’s Degree in Civil or Mechanical Engineering.
· Three to five years of engineering or related infrastructure/project management experience.
· Knowledge of building codes, safety standards, and construction regulations.
· Experience working with First Nations communities and cultural environments is an asset.
· Valid BC Driver’s Licence and reliable vehicle.
WORKING CONDITIONS
· Office-based environment with frequent deadlines and high productivity expectations.
· Regular site visits and fieldwork required.
· Exposure to construction sites, weather conditions, and physical demands.
· Evening or weekend work may be required.
· On-call availability for emergency infrastructure issues.
· Must maintain a current Criminal Record Check.
