About The Role 

The Technical Project Manager is responsible for execution of technical delivery and day-to-day delivery management of LAC workstreams. 

This role owns the end‑to‑end technical execution and delivery of the project, working closely with project resources to ensure that their activities align with the project plan, liaises with system integration and implementation teams to ensure that their activities are on scope and on time, and accountable for identifying, managing, and mitigating technical risks while ensuring solutions are delivered in line with the project plan and customer contractual requirements. 

This position involves direct involvement and demands a high level of technical expertise, experience with integration projects, and the skill to convert business and operational requirements into effective technical solutions. This role will work closely with the Programme Manager and the Contract Manager to ensure that the project plan, deliverables, milestones and schedule are aligned with the contract and any approved change requests. 

Further, this role requires strong leadership, negotiation and communication skills to ensure that resources are aligned with the project plan and that project reporting and tracking is adhered to. This role is working with both local resources in Belfast, as well as coordinating resources internationally as well. 


Key Responsibilities 

Technical Ownership & Execution 

  • Own the technical execution of LAC’s solution delivery within assigned projects from initiation through go‑live and transition to support. 
  • Direct and liaise with project resources and oversee technical tasks to ensure successful project delivery, overseeing task completion, work product quality, and the successful delivery of project objectives. 

Project Management 

  • Manage day-to-day delivery of LAC technical workstreams, including coordination of tasks, resolution of blockers, and ensuring timely progression of activities. 
  • While ensuring alignment with programme objectives and contract requirements by working closely with the Programme Manager and Contract Manager, to own the detailed delivery planning for LAC technical workstreams, including sequencing, estimation, resource planning, and dependency management. 
  • Provide clear and evidence-based technical status updates, forecasts, risks, and mitigation actions for project reporting. 
  • Support the Programme Manager in customer and stakeholder communications from a technical perspective. 
  • Ensure technical delivery activities are executed within approved scope and do not proceed outside formal change control. 
  • Support the formal change control process by ensuring that change requests are properly documented, evaluated and scoped from a technical perspective. 
  • Approved change requests are factored into the revised project plan, deliverables, and that the appropriate project resources impacted by the change are notified. 
  • Ensures that deliverables, documentation, and project tracking and reporting are all completed appropriately by the project resources. 

Integration & Implementation Leadership 

  • Lead technical integration activities between the LAVA platform and customer legacy systems, third‑party services, and external interfaces, and liaise with these teams to ensure that their respective project activities are on track with the overall project plan. 
  • Ensure integration approaches align with programme-level integration strategies and constraints defined under the subcontract. 
  • Oversee system configuration, data migration, and environment readiness. 
  • Define and validate technical implementation approaches, including interfaces, workflows, and deployment strategies. 
  • Provide technical guidance and direction to internal delivery teams and external partners, where appropriate. 

Technical Risk Management 

  • Identify technical risks early, assess impact and likelihood, and define mitigation strategies. 
  • Proactively manage integration, data, performance, security, and scalability risks. 
  • Escalate technical risks and issues through programme governance channels where they impact delivery timelines, dependencies, or contractual commitments. 
  • Ensure system‑level testing, validation, and readiness criteria are met prior to go‑live. 

Customer & Stakeholder Engagement 

  • Work directly with customers’ and partners’ technical and operational stakeholders to understand requirements and constraints. 
  • Participate in technical workshops, solution walkthroughs, and show‑and‑tell sessions. 
  • Translate business and operational needs into clear technical designs and specifications. 


Qualifications & Experience 

  • Bachelor’s degree in Computer Science, Engineering, or a related technical discipline or equivalent experience. 
  • 10+ years of relevant technical delivery experience in enterprise or government environments. 
  • Strong technical engineering background with deep understanding of software platforms and system integrations. 
  • Proven experience leading technical delivery teams for complex, multi‑system implementations, especially in UK-NI Public Sector. 
  • Experience delivering as part of a multi-supplier programme environment, including coordination with systems integrators or prime contractors. 
  • Hands‑on experience with: 
    • Platform‑based implementations and integrations 
    • Legacy system analysis and data migration 
    • Defining and managing external interfaces (APIs, data exchanges, services) 
    • System‑level testing and technical validation 
  • Experience applying delivery management practices within structured programme or project environments (e.g., PRINCE2 or similar). 
  • Strong risk identification and problem‑solving skills with attention to detail. 
  • Excellent communication and negotiation skills, with the ability to explain technical concepts to non‑technical stakeholders. 
  • Led and collaborated effectively with cross-company, customer and partner teams. 
  • Extensive experience working directly with customers and external stakeholders.
