POSITION OVERVIEW 

The Manager, Health Policy plans, designs, develops, implements and advocates for health policy initiatives that are aligned with the overall strategic, vision, priorities and objectives of the CCS. Under the direction of the Chief Science Officer, the Manager, Health Policy builds relationships with and advocates on behalf of the CCS to government agencies, healthcare organizations, community groups, and other stakeholders to advance the organization's health policy agenda. They achieve this through frequent and important interactions with expert members and incorporate their expertise into viable policies that serve CCS’ core constituency and promote the organization’s value to its members.  

The Manager, Health Policy is part of a results-oriented, dynamic team and works closely and collaboratively with the Chief Science Officer, other departments and key stakeholders to further the organization’s dominant role in the cardiovascular health and medical specialty sector. In all that they do, the Manager is required to consistently demonstrate the competencies specified for this position. 

The core tasks and activities are as follows:     

  • Environmental Scanning and data collection, analyzing policy, monitoring trends and developing and implementing health policy and advocacy initiatives to support CCS’ mission priorities 
  • Driving and completing tasks within established parameters, with minimal supervision and adhering to budgets to ensure that resources are used efficiently with minimal waste 
  • Managing time, resources and competing priorities to deliver results on time and within the scope of the project as directed by the Chief Science Officer 
  • Developing documents, policies and processes as they relate to health policy at CCS 
  • Identifying opportunities for improvement and proposing creative, solutions to problems 

 Mentorship  

CCS will provide access to necessary tools, software, and resources required for the responsibilities. Regular meetings with scheduled check-ins to discuss progress, address challenges, and provide feedback.

KEY RESPONSIBILITIES 
 Health Policy: 

  • In collaboration with the communications team, develop communications plans, messaging and communication strategies to increase awareness and support for health policy initiatives, using various communications products, social media posts and website updates. 
  • Manage various CCS standing committees and working groups by: 
  • Creating agendas, collating materials, recording/generating Minutes 
  • Develop committee governance structures including Terms of Reference 
  • Support the development of workshop materials, speaker recruitment etc for programming at the annual Canadian Cardiovascular Congress 
  • Prepare written documents and reports for the Council, Board, and funding partners as directed by the Chief Science Officer and maintains and updates CCS drug formularies bi-annually 
  • Monitor the progress of projects, programs and initiatives and suggest strategies to mitigate risk or weakness and builds on strength and opportunity 
  • Manage standing and advisory committees and subcommittees to ensure that members are engaged and assigned sustainable, relevant work 
  • Undertake additional responsibilities from time-to-time, as assigned by the Chief Science Officer 

Journal Support: 

  • Support the CCS Journal Administrative Office with the development and execution of annual operating plans related to CCS’s three peer-review journals including assistance with the operating budget 
  • Coordinate meetings with journal partners (e.g., Editors-in-Chief, editorial office, publisher, CCS staff, journals committee) to ensure that they are meeting strategic objectives and providing administrative support to create agendas, collate meeting materials, record/generate Minutes and other logistics 
  • Liaise with journal partners and contributes to journal policy and process decision-making on behalf of CCS 
  • Collaborate with the communications team to develop communications plans, content for various communications channels (e.g., member newsletters), social media posts and website updates 
  • Provide meaningful opportunities for CCS trainees to contribute to CCS journals in various capacities in collaboration with journal partners. This includes developing the call for participants, terms of reference, evaluation, and orientation meeting.    
  • Undertake additional responsibilities from time-to-time, as assigned by the Chief Science Officer 

Financial Accountability 

  • Plan, develop and adhere to project budgets, allocate resources and achieve outcomes efficiently and effectively. Review and adjust costs and/or budgets as required 
  • Provide regular updates, reports and analysis on the financial performance of projects including the status of key financial metrics such as ROI 
  • Contribute to the development of forecasts, tracking and budgets for health policy and maintain strict control of all accountable expenses 
  • Assist with all aspects of invoice management including purchase requisitions, receiving and managing receipts and financial accountability 

Staffing and Relationship Management: 

  • Build collaborative relationships with other departments to improve internal communications and build stronger connections in furtherance of the organization’s objectives for health policy 
  • Identify key internal and external partners and build relationships with them that provide long-term, financial benefit and enhanced visibility for the organization by: 
  • Communicate regularly with partners 
  • Handle issues or concerns in a timely manner 
  • Provide professional and well-thought-out advice or recommendations 
  • Build a network of contacts in government agencies, public and private organizations, community groups and other partners to advance CCS health policy agenda  
  • Maintain good relationships with key publishing partners including editors, editorial office, and publisher 
  • Monitor publishing contracts and Editors-in-Chief contracts to ensure that they are providing the appropriate level of contracted service, completing deliverables on time and cost-effectively 
  • Identify new policy and advocacy related partnerships and growth opportunities that are aligned with CCS business objectives by building relationships with key partners, understanding their needs and creating program-based solutions to meet those needs 
  • Facilitate cross-functional communication and collaboration on projects to ensure that everyone is aligned and working toward common project and organizational goals 
  • Work with external contractors on translation, graphic design and video production as required 

QUALIFICATIONS 

Essential Qualifications 

  1. Undergraduate degree or diploma in health policy or public health or equivalent education with an appropriate blend of relevant, progressive position-related experience 
  2. Minimum of three (3) years of progressively related experience in health policy development, implementation and project management in the healthcare sector for a non-profit organization 
  3. Knowledge of Canadian health policy issues and related advocacy at a provincial and federal level 
  4. Strong analytical skills with experience in data analysis and the ability to communicate complex policy issues clearly to a variety of audiences 
  5. Excellent written communication skills and knowledge of scientific publishing  
  6. Demonstrated strong organizational skills, attention-to-detail and time management are essential 
  7. Excellent judgement, high degree of professionalism and the ability to build trust and rapport with the scientific community and experts in the medical field 
  8. Understand and demonstrate commitment to the CCS vision, mission and values 
  9. Flexibility to periodically work irregular hours and to travel within North America (up to 10 days/year) 
  10. Demonstrate experience in and understanding of the unique work environment in a non-profit organization, specifically in the health care field especially as it relates to funding and funding regulations 
  11. Good knowledge of Microsoft Office programs including MSWord, Excel, PowerPoint and Teams and familiarity with web-based applications 

Desirable Qualifications 

  1. Located in Ottawa 
  2. Bilingualism in English and French 
  3. An understanding of privacy legislation in relation to personal information or confidential scientific information 
  4. Knowledge and/or strong interest in the cardiovascular professional community and the cardiovascular health of Canadians
