Empowered by the First Nations Leadership Council and in partnership with the provincial and federal governments, the BC First Nations Justice Council (BCFNJC) is responsible to 204 First Nations in BC. Our mandate is to reduce the overrepresentation of First Nations Métis and Inuit people in the criminal justice system and the child protection system, and to support Nations as they move to sovereignty over justice.

Job description Summary:
Reporting to Counsel, Information Management (IM), the IJC Data Analyst is responsible for reporting, data collection, research, and accountability initiatives within BCFNJC’s Indigenous Justice Centre (IJC) network. This role will collaborate with senior management to develop and evaluate methodologies, gather key data points, and prepare reports and presentations that meet the IJCs’ operational, organizational, and accountability objectives. It will be the IJC Data Analyst’s responsibility to lead the information / data gathering and accountability initiatives within the limits of budget, time, regulations, objectives, and specifications.
This role works closely with both the IM team and the IJC team in gathering data from various sources and ensuring its accuracy and integrity, understanding the IJCs’ data needs, developing tools for data analysis, and creating visualization and dashboards to present data insights. The role acts as a guardian of the IJCs’ data, supporting its accuracy, integrity, security, and usability for strategic decision-making and operational efficiency in alignment with established policies and procedures. Where policies and procedures do not exist, a fundamental component of this role is to identify those gaps and present recommendations for improvement.
The IJC Data Analyst is responsible for leading data/statistical analysis by developing effective and efficient methods, procedures, processes and tools to collect, collate, validate, confirm, and synthesize data. A major component of this role is to prepare accurate and comprehensive final summaries and reports for BCFNJC stakeholders. You will support the building of research/data analysis capacity within the IJCs and maintain collaboration with partnerships outside BCFNJC. You will build data management capacity through development of tools, represent BCNFJC on multiple data management and research working groups, synthesize and disseminate results through publications and reports that are informed by First Nations principles of data sovereignty. You will take the lead in identifying potential data sources and propose appropriate methodologies, providing recommendations regarding the nature, scope and/or objectives of projects and studies and apply various methods and techniques to acquire research-focused and evidence-based information reporting, data collection, research, and accountability initiatives.
As the IJC Data Analyst, you will have an expert level understanding of economic analysis and reporting, data modelling, analysis, capture, and surveying. You will have extensive experience and proven ability to translate reporting requirements into operational processes to ensure captured data is accurate, that the process is scalable and repeatable, and that the information presented is defensible. The ideal candidate will have led and participated as an active member of a team of data analysts with knowledge and experience in policy, project management, data security and public sector accountability. You will be a solutions-oriented, analytically minded individual passionate about advancing data maturity and building data and information governance within an organization. Furthermore, the ideal candidate must be driven, have a strong work ethic and be able to produce results with little oversight.
Job Duties and Responsibilities:
· Leads the implementation and maintenance, at the direction of the IJC Leadership Circle, of the IJC data strategy in alignment with IJC evaluation frameworks, and mature data governance practices as required.
· Supports data collection infrastructure in case management systems in collaboration with client-facing teams, supports training on consistent use of these systems.
· Creates ways to further automate and simplify data management processes and systems in order to improve services or reduce costs. Similarly, seeks ways to integrate data management into business systems and processes.
· Sources, develops, delivers, and maintains current, user-friendly training and education materials for publication on internal systems as they relate to data management in the IJCs.
· Provides guidance on data management to ensure compliance and efficiency across the IJCs to the IJC Leadership Team, and when directed, to the IJC team.
· Uses tools and methodologies to capture data, create data models, and reports.
· Collaborates internally and externally to determine functional and non-functional requirements for data collection, data storage and reporting.
· Conducts research and provides advice regarding the collection, availability, security, and suitability of data.
· Prepares and presents analytical and statistical reports on operations and activities as needed.
· Implements and adheres to appropriate change management policies, data security, and data management policies.
· Performs other related duties as assigned.
Qualifications & Work Experience:
· Degree, diploma, certification or equivalent in statistics, economics, business analysis, criminology, mathematics, or related field of study.
· 5+ years of proven experience as a data analyst with project management experience working for non-profit, government funded organizations is desired.
· Experience assessing Data Maturity and implementing Data Governance is essential.
· Knowledge of data analysis services including Business Intelligence (BI) Reporting, Excel, and the MS PowerQuery and the MS Power Platform is essential.
· Experience with the following is desirable:
• Microsoft Dynamics CS and Insights
• Clio and / or other equivalent Legal Case Management software
• Google Analytics
• Telus Business Connect/Ringcentral Analytics
• Microsoft SharePoint Document management platforms
• Microsoft Fabric and / or other Data Warehouse architecture
• SQL/Python
· Recent, relevant and significant experience in research and data analysis
· Recent, relevant and significant experience in statistical analysis and knowledge transformation (gained over 3-5 years in the past 8 years).
· Demonstrated experience taking data reporting requirements and translating those into operational processes.
· Operational understanding of a Law Firm, community support organization, and/or not-for-profit society.
· A solid understanding of quantitative and qualitative analytics particularly as they relate to Track 1 and Track 2 work of the Justice Strategy.
· Knowledge of Provincial and Federal Government funding and reporting requirements/regulations.
· Strong attention to detail and problem-solving skills.
· Ability to prioritize tasks, multitask and manage time in an effective manner.
· Ability to communicate well with people with a broad range of comfort with digital, technical, or data concepts.
· Demonstrated knowledge of aggregated vs. disaggregated data and data sovereignty in relation to First Nations and Indigenous communities.
· Demonstrated knowledge of privacy legislation and solicitor-client privilege.
· Demonstrated experience leading contractors, or internal staff in the collection of data.
· Exceptional analytical and conceptual thinking skills.
· Experience with cloud-based survey platforms and data capture form building tools.
· Ability to effectively collaborate with internal and external stakeholders.
· Ability to provide recommendations concerning study approaches and data analysis strategies.
· Ability to develop necessary tools to facilitate data analysis and decision making.
· Ability to apply various methods to collect, analyze and synthesize data and information from various sources.
· Ability to interpret data and present results in the form of written reports and oral presentations.
· Demonstrated ability and strong acumen for prioritizing tasks and remaining organized.
· A technical mindset with great attention to detail and accuracy.
· Occasional travel will be required.
· A clear criminal reference check (CPIC) and Vulnerable Sector Clearance will be a condition of employment.

Pay Range: Starts at $75,000-$85,000. Salary will be commensurate with experience and education.
Hours: Full-time (35hours / week); 8:30am - 4:30pm Mondays to Fridays
