POSITON PROFILE
Access Healthcare Services (AHS) is dedicated to delivering home and community health services of the highest standard with a focus on compassion, quality and service excellence. The Senior Manager, Program Development and Operational Support will lead the Access Integrated Care Solutions division of Access Healthcare Services while also supporting the overall operational needs of the organization. This role is pivotal in ensuring that community health needs are met through high-quality, accessible services while also driving the financial sustainability and growth of the division.
The Senior Manager, Program Development and Operational Support promotes a culture of innovation, critical thinking, and proactive problem solving to ensure strategic initiatives align with AHS’s vision and values. The role will be responsible for identifying new business opportunities, building relationships with potential clients and partners, and developing strategies to increase market share in the home and community health industry.
Key Responsibilities
Strategic Planning and Development:
Develop, implement and maintain a comprehensive business plan for the Integrated Care Solutions Division.
Identify market opportunities and create strategies to attract and retain industry partners and clients.
Set short-term and long-term goals aligned with the Organization's mission and financial objectives.
Operational Leadership:
Oversee the day-to-day operations of the Division, ensuring efficient and effective service delivery.
Support the Organization’s operational objective as a whole, contributing to process improvement and quality initiatives.
Collaborate with the Program Managers to ensure the seamless coordination of resources and field staff across both divisions of Access Healthcare Services, optimizing operational efficiency and supporting the success of both the private sector and government funded divisions.
Implement best practices and innovative solutions to enhance service quality and client satisfaction.
Monitor and evaluate the performance of services, making adjustments as necessary to maintain high standards.
Clinical Excellence:
Oversees client care delivery and care management within the AICS division ensuring a focus on quality, client centred care.
Ensures all program deliverables comply with established guidelines and consistently meets quality, performance and accreditation standards
Supports and promotes compliance with professional and best practice standards and safety requirements at all times.
In collaboration with the clinical educators, supports and/delivers clinical education in accordance with best practice standards and CNO Standards of Practice.
Policy Development and Adherence:
Supports development, reviews, and ensures adherence to all policies and procedures regarding clinical, quality and operational practices.
Ensures the care delivery teams are practicing in accordance with contractual obligations and organizational policies and procedures.
Customer Service:
Demonstrates clinical expertise within the scope of nursing, outstanding customer service, and strong technical proficiency.
When escalation is required, engages with clients and their families to ensure customer satisfaction and timely follow up of concerns or issues including effective and efficient incident reporting and management.
Supports and/or actively engages in care conferences (when required) to resolve escalated concerns involving clients, families, or employees.
Human Resources:
In collaboration with the Leadership Team and Talent Acquisition Specialist, supports and participates in recruitment, orientation/onboarding, training, mentoring and coaching.
Monitors the performance of assigned reports and/or the care delivery team and addresses concerns as per established organizational policies and procedures.
Leads and supports staff performance management processes to foster accountability and professional growth.
Supports the delivery of clinical services in the AICS clinic and provides coverage in exceptional circumstances.
Financial Management:
In collaboration with the Senior Leadership Team, manages budgetary requirements effectively and ensures financial targets are met.
Analyzes financial reports and metrics to identify areas for improvement and growth.
Works with the Finance team regarding service provision and client accounts in arrears.
Ensures appropriate completion of service agreements and securement of funding sources.
Ensure compliance with all financial regulations and standards as applicable.
Team Building and Management:
Develop and support recruitment and training initiatives; provide mentorship to team members to facilitate high performance and the delivery of exceptional private pay services.
Foster a collaborative and inclusive work environment that encourages professional development and growth.
Conduct regular performance evaluations and provide constructive feedback.
Community Engagement and Marketing:
Build strong relationships with community stakeholders, healthcare providers, and potential clients.
Develop and execute marketing strategies to promote the Division's services.
Represent the Organization at community events and professional conferences.
Quality Assurance and Compliance:
Ensure all services meet regulatory and accreditation standards.
Implements quality assurance programs to continuously improve service delivery.
In collaboration with the team, address and resolve any client concerns or complaints promptly and effectively.

Qualifications
- Completion of a Bachelor of Science in Nursing, or equivalent.
- Registered Nurse or Registered Practical Nurse in good standing with the College of Nurses of Ontario
- Minimum of 5 years’ experience in a leadership based role within the healthcare sector.
- Experience building strategic partnerships and program development in a healthcare environment.
- Proven track record of generating new business and meeting divisional sales targets.
- Advanced technology skills with proficiency in MS Office Suite 365 including MS Word, MS Excel, MS PowerPoint and MS Teams. AlayaCare desirable. Graphic design and Canva experience desirable.
- Bilingualism in English and French is an asset.
- Proof of legal entitlement to work in Canada (non‑discriminatory requirement).
